- Welcome and Introductions
- Jack welcomed everyone on behalf of SWCHC.
- SWCHC is keen to be a partner with the City of Ottawa on the Community Development Framework (CDF).
- Background of CDF – Clara Freire
- As part of the consideration of its three year strategic plan, the City of Ottawa took a lead on bringing the partners together and developing a collaborative coordinated model of community development to address social needs and issues. The model, with an agreed upon vision and evaluation framework will enable the City and partner agencies and organizations to align and focus their efforts under a common oriented approach. It is focused on place-based approaches in capacity building with the purpose of making changes on a neighbourhood level.
- The CDF is based on 4 components: Collaboration, Co-ordination, Community Participation, and Leveraging Resources.

- Neighbourhood Selection – Lisa Petch
- The University of Ottawa conducted Neighbourhood Studies which the City used as a jumping off point.
- The Knowledge Transfer Table developed criteria to select four neighbourhoods out of the 89 that were identified in the Neighbourhood Study. The criteria were based on neighbourhood health and socio-economic data and school readiness factors.
- West Centretown was found to be one of the 4 most vulnerable neighbourhoods and was therefore selected to implement the CDF.

Action:
- At the next meeting the City will provide more information on the data regarding West Centretown.
- No Communities Left Behind Community Engagement Process – Abid Jan
- The CDF process is both place-based and also responsive to community groups and associations.
- Presented the No Communities Left Behind project that was completed in the Ledbury Banff community.

- How does the CDF apply to our community? - Catharine Vandelinde
- Various needs assessment tools will be implemented in the community.
- Based on the needs assessment results, community members/groups/associations will prepare Community Action Plans (CAP) which they will present to the SW CDF Resource Committee.
- The Committee will look at ways of addressing and implementing the CAP – 95% of CAPs will be addressed at this level.
- If the Committee is unable to address the CAP, it will travel further into the Framework until it reaches the appropriate table.
- Rochester Heights and Lebreton neighbourhoods will be surveyed in early spring to give a baseline assessment of the community. This survey will be augmented by focus groups, informal discussions, etc. The Community Developer will work with community leaders in these neighbourhoods to develop CAPs and make presentations to the SW CDF Resource Committee. The survey will be distributed on an annual basis to evaluate any changes in the community.
- Discussion of Hintonburg Neighbourhood Planning Initiative and its relation to the CDF. The NPI is looking at long-term planning and communities and the impact they have on each other. The City wants to integrate the NPI as a planning tool and the CDF becomes the tool for immediate, on the ground action. Infrastructure issues could be taken to the NPI for possible integration.
- The Committee agreed to be responsive to the entire catchment area but with a focus on West Centretown because it was identified as a vulnerable neighbourhood in the Ottawa U study.
- Discussed inviting others to the table and it was agreed that because our focus will be on West-Centretown, we would invite the Dalhousie Community Association, Plant Pool Recreation Association, and the local School Board Trustees.

- Draft Terms of Reference were distributed and approved.
- Selection of Chair – Jack McCarthy
- Vicky Smallman has agreed to chair this committee as a representative of the Board of Directors for Somerset West Community Health Centre.
- Vicky has also agreed to represent the Committee on the Community Table.
